摘要： 以颠倒了传统规划设定目标找途径的思路，从规划区实际情况出发，探索了一种通过回避发展过程中的陷阱，从而走上可持续发展道路的规划思路. 首先以幸福为发展目标，辨晰了面向幸福的发展过程中存在的陷阱. 然后, 简要阐述了张掖市水资源管理的实践，从金张掖金在水上出发，在注意避免陷入发展陷阱的同时，分总量控制、水资源利用公平体系建设和提高水资源利用效率3个问题，构建起了张掖市面向幸福的水资源管理战略框架. 最后，结合研究区的实际情况，针对性地提出了解决问题的对策措施和规划方案.

Abstract: Setting goals and then finding approach to accomplish that is the traditional planning idea. In this article, the traditional planning idea is reversed. According to the actual situation of the planned municipality, a road to sustainable development by avoiding traps is searched. First, the happiness is taken as the final goal of the development, and some traps which may be encountered during the development are identified. Then the practice of water management in Zhangye Municipality is briefly described. Based on the actual situation of the Golden Zhangye which is very dependent on water resources, for avoiding the traps, a happiness oriented water resources management strategy framework is created, which mainly concerns water use gross control system, equity system and improving the water use efficiency. Finally, combining the framework with the actual situation of the study area, the countermeasures to solve the problems and the planning schemes are put forward.
