甘肃建设生态省的SWOT分析

摘要/Abstract

摘要： 对省域单元生态建设的实证研究具有重要的现实应用需求, 基于甘肃省情和国家针对甘肃在全国的重要生态屏障功能定位, 围绕甘肃为何建设、怎样建设生态省的核心问题, 运用战略研究应用较为广泛的SWOT分析法, 并借助德尔菲法对14个定性选取因素进行定量化赋值, 将定量分析结果与坐标法相结合, 计算得出战略方位角θ=1.3542(≈77.59°)、战略强度系数ρ=0.52>0.5. 依据战略方位角θ位于第一象限(π/4, π/2)的机会型战略区域内, 得出外部机遇是甘肃生态省建设的主导性因素, 应采取机会型战略, 选择机遇-优势和机遇-劣势战略内容, 一方面借助外部机遇强化生态省建设的优势条件; 另一方面借助外部机遇弱化生态省建设的内部劣势条件. 依据战略强度系数ρ>0.5, 甘肃生态省建设选择机会型战略的基础上, 采取积极的开拓型战略措施. 最后, 依据研究结论提出相应的对策建议.

Abstract: It is indispensable to implement empirical study on the ecological construction in provincial units. Based on the existing provincial circumstances in Gansu Province and its significant position of the ecological barrier in China, and aiming at the core issue of why and how to build the ecological civilization in Gansu Province, in the paper, the SWOT analysis, with the help of Delphi Method to quantify 14 factors, and combines with the quantitative analysis results and coordinate method to calculate the strategic orientation angle θ. Finally, it is obtained that θ=1.3542 (≈77.59 degree) and strength coefficient ρ=0.52>0.5. As a results, angle θ locates in (π/4, π/2), belonging to opportunity-type strategy. The result shows that the external opportunity is the dominant factor. Gansu Province should take the opportunity-dominated strategy, and choose the opportunity-advantages and opportunity-inferior strategic contents to strengthen the internal advantages and weaken the internal conditions with the external opportunity. By the strength coefficient ρ>0.5, the province should take initiative measures to actively promote ecological construction. Finally, the corresponding measures on the basis of the above conclusions are proposed.
